NRSWA & SROH Compliance for Utility Contractors
NRSWA non-compliance is one of the fastest ways a utility contractor loses money: Fixed Penalty Notices, Section 74 charges, defect rectification and reputational damage with the highway authority. The standards are clear, the failures are usually operational.
Written for compliance managers, SHEQ leads and operations directors inside utility contractors delivering on adopted highways.
What NRSWA actually requires on site
Every operative carrying out street works on a public highway must hold a current NRSWA Operative qualification covering the units relevant to their role (excavation, reinstatement, signing-lighting-guarding). Every site must have an NRSWA-qualified Supervisor on call.
Cards are checked. The Street Works UK register is the authoritative source, and highway authorities increasingly cross-reference it against permit notices.
SROH and reinstatement: where defects originate
The Specification for the Reinstatement of Openings in Highways (SROH) sets the standard for layer thicknesses, materials and compaction. Most defects trace back to one of three things: wrong material spec for the road category, inadequate compaction, or cold-weather laying outside permitted windows.
Build SROH spot-checks into your daily site routine. A 30-second photo of the binder course saves a 3-month defect dispute.
Permits, notices and Section 74
Overruns trigger Section 74 charges that scale daily. The fix is rarely 'work faster', it is 'plan the permit accurately'. Build contingency into the notice, not into a verbal promise to the inspector.
The defect liability window
Reinstatements carry a guarantee period (typically two years for permanent, six months for interim). Tracking which gang did which reinstatement, on which date, with which materials, is the only way to manage defect callbacks without losing margin.
